History of the Faculty of Law

The Faculty of Law, Diponegoro University is the first Faculty and is the starting point for the establishment of Diponegoro University.
The establishment of the Faculty of Law, Diponegoro University cannot be separated from several figures including Mr. Imam Bardjo, at that time was Head of the Attorney General’s Office or Supervisor of Attorneys in Central Java and Yogyakarta, Mr. Sudarto, Mr. Soesanto Kartoatmodjo, and Mr. Dan Soelaiman, the three prosecutors in Semarang.

Officially Diponegoro University (which at that time was still called the University of Semarang) was opened on January 9, 1957, as the President of the University was appointed Mr. Imam Bardjo. At that time he also gave a general course on Human Rights. Considering his very young age with very limited educational facilities and infrastructure, at that time the Faculty of Law and Public Knowledge was only opened and as the first dean, Mr. R. Soebijono Tjitrowinoto [2].

At the time of its opening, the Faculty of Law already had 178 students with details: 118 people at Level I, 28 people at Level II, and 32 people as listening students. Those who are accepted at Level II are those from other universities (public and private) who have already sat at that level. A large number of student listeners is an indicator of how much public attention is to higher education, especially in Semarang. Spontaneous assistance came from law graduates, both from the District Attorney, District Court, and Advocates who were willing to become teaching staff. Some of them even did not want to be given an honorarium. This proves the high enthusiasm to devote oneself to higher education. Considering that those who took the initiative to establish the university had no pretensions to be able to carry out higher education perfectly, they had several times made contact with the leadership of Gadjah Mada University, namely Prof. Dr. Sardjito and Prof. Drs. Notonagoro, SH. Communication was also carried out with the Head of the Faculty of Law, Gadjah Mada State University, who at that time was held by Prof. A. Soehardi, SH, and also with the Dean of the Faculty of Law, University of Indonesia, Prof. Djoko Soetono. He, who knew that the founders of the University were former students, was very sympathetic to the intention of establishing the Faculty of Law in Semarang, but could not help much. However, this moral impetus thickens the spirit to continue the struggle.

On the occasion of the commemoration of the 3rd Anniversary of the University of Semarang which was held on January 9, 1960, the President of the Republic of Indonesia agreed to give a new name to the University of Semarang, namely: Diponegoro University which is still a private university.

In line with the Government’s policy at that time to establish a State University in each Level I Region (Province), the Diponegoro (private) University was directly reviewed by the Head of the Higher Education Coordinating Board, Prof. dr. Soegiyono Djoenoet Poesponegoro, to consider the possibility of making Diponegoro (private) University as a State University. Finally, with Government Regulation Number 7 of 1961, Diponegoro State University (Undip) was established with faculties from the Diponegoro (private) University. The Faculty of Law, which is the oldest faculty at the university, is designated as the Faculty of Law and Public Knowledge. This merger was carried out because the Ministry of Education, Teaching, and Culture at that time prohibited the establishment of a separate State Administration Academy. Thus the Faculty of Law and Public Knowledge consists of two parts, namely: the Law Section and the Socio-Political Section. In its later development, based on the Decree of the Director-General of Higher Education No. 116 of 1968 December 2, 1968, commencing January 1, 1969, the Social and Political Section was designated as the Social and Political Faculty. Since that date, the name of the Faculty of Law and Public Knowledge was changed to the name of the Faculty of Law [3].

To support lecture operational activities, lecture facilities in the form of rooms and equipment are accepted by the Foundation from the Regional Government and the community. In providing education, the Faculty of Law, Diponegoro University (private) once used the former residence of Gouverner van Midden Java (which was once the building of the Home Government Academy and also City Hall, now better known as Wisma Perdamaian). In 1966 in the direction of the Regional War Rulers, the Faculty of Law got a place for an office and lecture hall on Jalan MT Haryono No.427, which then moved to a wider place, namely on Jalan Pemuda No. 63. In 1969 the Faculty of Law moved again to the Pleburan complex on Jalan Imam Barjo SH No.1 Semarang.

In 2009, the Faculty of Law, Diponegoro University began to inhabit the Integrated Campus building in the Tembalang area, Semarang along with other faculties at Diponegoro University. The new building in Tembalang, Semarang is used for lecturing undergraduate students, while the building on Jalan Imam Barjo is used for lectures for the Doctor of Law Program, Master of Law Study Program, and Notary Masters Study Program.
